FACTCHECKER :
In Australia you require a licence to operate a vehicle on public roads. Police can pull you over whenever they like, just to check you have a current driver's licence. If they had to wait until you committed an offence, before being able to check your licence, then any unqualified, unlicensed person could share the roads, as long as the don't commit an offence, they'll get away with unlicensed driving. Also you're expected to carry your licence, at all times,when operating a vehicle. For the same reason.
