Call the law. Mostly it doesn’t matter about property line. That’s civil. Damaging property is against the law.

idk what state you're in but where i live if its on the property line the law says its assumed 50/50 ownership so you both have to agree or go to court over it. so yea she can't just automatically do that even if they did pay for it.

in my experience, of all people on the planet neighbors can be THE worst example of the human race . For whatever reason some just don't know how to stay in their own lane and keep their nose on their side of the fence. It really sucks

Where I live we normally put the fence up about 4” to 6” inside the property line so we own our .fence
