Yes, he was a tyrant. He did some modernization, of course, but what use is that if he handed control of the oil back to foreign Powers.? Iran had legal control under the Shah of the oil, but the operational and audit control was under the control of foreigners. That’s like if you got legal cost of your children, but your spouse has physical custody. That means you have nothing.
