Welding through paint to gap probably ain’t the best idea, try grind it back and cleaning it up a bit, not sure what welder your using either but if your using a gas mig your guna need a shroud on your torch.

Make sure the earth is connected to the + and the hand piece is on the -. You have to reverse it for gasless
