He argued that for decades, African nations have acted as "mega-donors" to the rest of the world by exporting cheap, raw materials and buying back expensive finished goods. ​The Math on Raw Exports: Museveni pointed out that raw cotton earns about $1.20 per kilo, while processed garments fetch $15. Similarly, raw gold brings in $60,000 per kilo, but locally refined gold brings in $168,000. ​The Pipeline & Productive Debt: He emphasized that if African nations are going to borrow money, it absolutely must be invested in the "bone marrow of the economy"—meaning productive infrastructure like electricity generation, railways, and fuel pipelines rather than recurrent government spending. ​President Ruto’s Praise for Hard Choices ​President William Ruto strongly backed Museveni's approach, explicitly thanking him for making the tough, strategic choices rather than looking for easy, short-term fixes. ​"Mzee, the same way you invested in the pipeline is the same way we are always ready to work together." — President William Ruto to Museveni ​Ruto commended Museveni's bold policies, such as Uganda’s ban on exporting raw, unprocessed minerals. He noted that while building local processing plants, refineries, and pipelines requires massive upfront capital and immense political resolve, it is the only way to break the cycle of commodity dependence. ​The Big Takeaway: A Regional Mega-Refinery ​The summit wasn't just talk; it yielded a major update on the region's energy infrastructure pipeline. Presidents Ruto and Museveni confirmed that they are in active negotiations to construct a joint East African mega-refinery in Tanga, Tanzania. ​This project will integrate a unified pipeline network to aggregate crude oil from Uganda, Kenya, South Sudan, and the Democratic Republic of the Congo (DRC), process it locally, and distribute the refined petroleum products back throughout East Africa.
