Based off the videos that I personally have watched I saw the officer step to the side of the car and shoot while he was no longer in harms way, the only reason the vehicle touched him is because he was sticking his arm in the window. The cars wheels were also turned all the way meaning she was just trying to get away otherwise they would've been pointed towards the ICE agent
