As much as I like Harley Quinn, I think it’s important to recognize that she wouldn’t be who she is without the Joker. He could’ve used anyone to carry out his plans, but she chose to follow him, believing it would make him love her, which never happened. She started as part of his story, not the other way around, and if they never met, she likely would’ve just stayed the doctor she was. Harley is definitely strong and one of DC’s best female villains, but the Joker operates on a completely different level. He doesn’t just rely on strength, he’s a master manipulator who plans ahead and breaks people mentally. That’s what makes him so dangerous. Harley, on the other hand, often acts more on emotion than strategy. Also, when people say Harley is “stronger,” it depends on what you mean. Physically, maybe in some situations, but as a villain overall, the Joker has way more influence. He’s shaped Batman, Gotham, and even other villains in a way Harley hasn’t. He represents chaos and unpredictability, while Harley originally followed his lead. So while Harley Quinn is iconic and has grown into her own character, the Joker is still the more complete villain, more strategic, more impactful, and more psychologically dangerous.
