Negan had nothing to do with the viewership drop it was cause of the decision to kill Glenn off and the way they handled the all out war arc with a bunch of unnecessary filler episodes. TWD fans loved that JDM was in the show and the character accumulated lots of fans even before he made his appearance on screen, he was introduced in the comics around 2014 so even then lots of fans were anticipating his entrance into the show
