California Gov. Gavin Newsom announced Thursday that he plans to commute the death sentences of all 548 people on the state’s death row to life in prison without the possibility of parole. Newsom’s decision comes as he prepares to leave office after eight years. In 2019, he placed a moratorium on executions in the state, but hundreds of people remained on death row. The order would take effect immediately for about 30% of the condemned population. California has not executed anyone since 2006. California voters rejected a ballot measure in 2016 that would have repealed the death penalty in the state. Newsom said the decision was among the most difficult choices of his career because it will surface painful memories for crime victims’ families. “As Governor, I alone bear responsibility for this decision and its impact, just as I alone would bear responsibility for each execution,” Newsom wrote. Four people on California’s condemned inmate list were sentenced in Monterey County: Kristin William Hughes, 65, was sentenced to death in Monterey County on Oct. 2, 1990, for the 1989 rape and murder of a Pacific Grove woman. Hughes was 27 at the time of the offense. After being sent home from his construction job because he was high on drugs, Hughes raped and killed the woman, who lived in an apartment upstairs from him. Kenneth Bivert, 56, was sentenced to death in Monterey County on July 19, 2001, for killing an inmate at Salinas Valley State Prison in 1997. Bivert was 27 at the time. He was serving a life sentence for killing three people who were fishing along a Sacramento River bank when he was 17. Bivert, a prison gang leader, stabbed the inmate after he refused orders to attack another inmate. Ronald Moore, 76, was sentenced to death in Monterey County on Aug. 16, 1999, for killing 11-year-old Nicole Carnahan in Salinas. Moore was 47 at the time of the March 4, 1998, offense. He entered his neighbor’s home while she was at work, killed her daughter and robbed the house. Joseph Manibusan, 48, was sentenced to death in Monterey County on Jan. 24, 2001, for killing two women in separate Monterey Peninsula robberies. He was 19 at the time of the offenses, dated Jan. 31 and Feb. 1, 1998. Manibusan fired from a car at three women, killing two and severely wounding the third. The ages and case dates are from the California Department of Corrections and Rehabilitation’s condemned inmate list, updated Nov. 3. The list showed no cases tried in San Benito or Santa Cruz counties.
