It’s dry cracked heels. Use a urea cream first. You also probably aren’t using enough to moisturize daily or the right kind. When you use your moisturizer immediately put on socks to lock it in,I’d use something petroleum based.If you walk around the house barefoot stop.

If it’s dry and you think it’s because your skins dry I would try a beef tallow beeswax and honey mixture I recommend the one from Santa Cruz medicine

fungal infections often look like dry feet. this looks like it may be fungus. try treating for it and see what happens!

Just moisturizing isn’t gonna fix it and pumice stones aren’t enough. They only thing that fixed my chronic cracked heels is using one of those cheese grater skin removal tools, daily until I got it under control
