Good question. But i would also ask, the reserve bank uses inflation targeting to control inflation ie: we pay interest on home loans, car loans and any other loans. and the reserve bank charges a repo rate for money lent out and interest paid by the public to banks should filter back to the reserve bank and to treasury, however majority of interest made by banks does not go back to reserve bank and enriches banks share holders because sa banks have sufficient public cash deposits to allow banks to lend money at their own risk. This means in practical terms the inflation targeting tool is more of a wealth transfer tool than inflation control tool in my understanding.
