Danantara was introduced before establishing a clear legislative foundation or transparent roadmap. It operates as both a superholding agency for SOEs and an investment management agency, leading to uncertainty about its primary role. With weak governance as right now it may become an extension of state spending rather than an independent investor. The board of directors is filled with ministers and deputy ministers, creating confusion between Danantara’s role as a state shareholder and the government’s role as a regulator. It seems that the superholding agency is only for political interests to generate funds for next elections rather than for business interests.
