I’ve been up and down this issue for years - in no way would the elimination of street cleaning effect anyone other than the people being ticketed

City of Los Angeles uses a type of street sweeping machine called a mechanical broom sweeper; most other cities use vacuum or generative air sweepers which are very effective on smooth surfaces. LA has a lot of areas with rough pavement, so they chose mechanical broom sweepers
