Rubbish, each compartment could be filled with e5, e10, diesel, or bio diesel, so that bucket will be cross contaminated, so it will be discarded

this is called switch loading you drain each compartment to make sure their empty. the spoon is bs and a complete overkill.

This is actually so the tanker can be cleaned to be used for a different cargo. Usually they leave it in the pipes. It doesn’t matter. Customers pay per litre. It’s measured on delivery. Customer asks for x amount you deliver x amount exactly. Fuel in the pipes will go to the next customer. Only matters if you decide to transport a different fuel. I used to work on tankers.
