Suspicious behavior is subjective and not enough to force ID or detain someone. a legal activity can't be deemed suspicious or made into a crime.

Why don’t cops realize they can’t get ID just bc they get a call about a suspicious person. Being suspicious is not a crime. They have to have reasonable suspicion (specific, objective reasons) that a person is committing, has committed or is about to commit a crime. Anyone can call and say they think someone is being suspicious, but without a crime, suspicious is subjective bc it stems from personal feelings and interpretations.
