As someone who worked in HR, In my company we looked at applications like this:
1. Professional skills: do their skills fit the position?
2. Personal skills: language and other skills that could work well, like being a team lead previously, etc.
3. Previous employer: Do we know the previous employer? Are there references we can work with?
4. Other skills: Skills unrelated to the position itself but that can be helpful. Knowing certain programs, Skills in related fields, knowledge of the industry, etc.
5. Hobbies: This relates to the team itself. If the current team is full of football fans, someone who likes/plays football might fit in better than someone who likes to read - but that part is only relevant if it comes to a choice between candidates of simular skill levels.
