The weather had completely turned against the with The Little Ice Age and communities needed someone to blame. When crops failed and no one understood why, communities found their answer: witches controlling the weather. Weather magic accusations were uniquely deadly because everyone suffered. You didn't need proof of a personal curse anymore, just a bad harvest and someone to blame.
