The only reason a person needs a license is if they are handling the refrigerant the installation can be done without a license and sense they are pre charged the license is not required

You don't need a license to i stall a precharged ductless (federally). You need a license when you open a system as all refrigerant must be recovered. The charged side of the system is never opened during installation.

You can tell it’s a DY because of the extra refrigerant line that’s curled up and just sitting there very unprofessional and sloppy
