I can’t remember what exactly it is, but in TF2 there’s a jpeg that if they remove it the game becomes unplayable. Steam has continuously tried to remove it because no one can apparently figure out who put it in the game.

No, cheat codes WERE made for fun for the players, at least some of the time. The Laser Bear and the Flying Purple Hippo in Age of Mythology, all the big head modes, the Indiana Jones point and click game where you could turn Indy into Guybrush Threepwood, and many others that were just the devs having fun.

Disagree. So many cheat codes back in the day had 0 use for Dev use, they were added for fun. I could see that argument for some of them, but nah, that's not a hard rule.

The real reason is you can’t test code, then change it to ship because it invalidates your testing. Test what you build, ship what you test. Software Development 101 best practice.

I've been building AAA games for around 12 years.
First off, this is not entirely true. Maybe originally, but very early in games they were both tools *and* easter eggs.
Also, "cheat codes" still exist as preset dev commands. They're functionally the same thing.
And these days they're almost always automatically removed in public facing builds during the build creation process.

Another reason for keeping them in the retail version of the game is to aid in testing. If you are testing a single player story game it would be a huge hassle to have to 100% the game to work on specific stuff like end game content.
