I tied hardware cloth to the bottom of the fence and laid it on the ground and it has seemed to help

keep the welded wire behind the cattle panel! if you have baby goats in the future they can fit through the holes in the cattle panel... ask me how I know...

I use 2x4 wrapped wire horse fence. I have 2 bulls, 4 cows, 5 goats, three dogs (pets not guardians) and I have not had anyone manage tk wreck or leave the fence area. Honestly, doing it right the first time, before I got the animals, saves me from alot of frustration.

Can’t feel this struggle more man lol. Not sure if it helps but a couple of things we did was either a solar-powered electric line around the bottom of your fence and (if you’re like me and hate getting shocked) we reinforced the fence with boards on both sides of the wire to keep them from hooking a horn under the fence and bending it. Good luck man!
