Electrician - the paper just helps in some minor way for installation and manufacturing. And you are 100% correct about why having a bare ground is sometimes beneficial.

Many other places around the world have insulated ground conductors for easier identification and circuit discrimination, (GFCI / RCD) protection at the panel is a lot more common outside of the US, as is doing resistance and ground leakage testing (with a mobile testing machine) with any new circuit or after any modifications to circuits, and as part of electrical safety tests that have to be carried out every ~10 years in any building in most parts of Europe.

In Europe there's no bare ground wires, or any no insulated wiring. Totally different requirements, wire thiknes, voltage and lots more

None electricians giving electrical advice is wild brother there 100% supposed to be bare in most residential panels as you can see it’s a sub panel because the neutrals and grounds and separate I hope this helps

In Australia there green and yellow for earth we never use bare earth since the early 2000
