That “just movement of cash called transfer” you mentioned is a service provided by the bank which you enjoyed. So for enjoying goods or services you have to pay VAT because the bank rendered a service to you, charged you for it then government gets its 7.5%. To avoid charges use cash, no one will charge you or better still withdraw from your own bank’s atm for reduced charges.
