Cerulean blue was the Pantone color of the year in 1999.

It was the new millennium. Everything felt so futuristic because it was exciting. Y2K millennium bug was a real fear people had. I love this aesthetic. It gives me so much nostalgia.

It’s because LED lights were new. Everything went from soft yellow to cold blue lighting

fun fact, the photography technique used for this aesthetic is called "crossprocessing", where daylight-balanced color positive slide film was developed in the chemical C-41, which is usually used for color negative film, but when used with color POSITIVE film created a ton of whacky, saturated colors that look AMAZING. so daylight balancing, fluorescent light, long exposures at low ISO, and c-41 crossprocessing achieved the aesthetic.

Agree, I think it was also a reaction to the 90’s being very warm. Think of a typical 90’s coffee shop, or living room. This was a departure from that.

You missed the biggest reason. The blue LED was invented in the early 90’s. And all cool new HiFi and video equipment came with blue LEDs. Before that it was just red and yellow LEDs.

The cool crisp blues were a strong backlash against the warm sepias, beige and burnt orange dominant in 60s and 70s. That type of autumn color palette was considered uncool (no pun intended) and by Y2K everything became about blue. Cell phones and computer screens gave off blue light, and Mac/Windows OS used cool colours so technology brought the vibe as well

This was such a good time to be into magazines. The ads were fire. The new millennium felt so powerful. Not for long but pre 9/11, it was exciting.

it was an aesthetic response to the sepia and warm film glow of the 70s & 80s

I think film mustve played a big role, my bf took this photo a month ago in an art gallery with fluorescent white lighting and it came out super blue/green. 500T was a popular stock back then, but this was Cinestill 800 shot at 500.

It’s actually ALOT simpler than all that 😅 Blue Led lights didn’t exist for a long time, Japan invented them at this time and blue LED lights became a symbol of futirism and innovation and that light was used everywhere

Also heavily inspired by MJ’s 1995 ‘Scream’ music video. The aesthetics of that short heavily influenced Japanese adverts, and films like The Matrix and Men in Black etc. I think the art direction you’re pointing out is sort of an amalgamation of the subsequent ads and films creating an entire visual language.
