I just looked this up this man dammed the river on his property he had reservoirs up to 15 feet deep of water so yes that is illegal.

so this is misleading, if not outright false. he wasn't charged for 'collecting rainwater' he was charged for damming tributaries that fed the Big Butte River. it is not illegal to collect rainwater like the people shown in these videos. also this story is from 2007-2011.
