It may not be a “canon” or creator spoken fact, but I’ve always said fusion dance was stronger, take trunks and goten example, neither could go ssj 3 or even ssj 2, but once fused they could . Which implies they only needed to be “even” for the fusion itself to happen, afterwards they enhanced well over each of their full power . Why would the same not be true for gogeta? That’s my take at least .
