I work for a municipality doing snow and ice removal. If people came and cleaned up a spill we would be greatful. The cost of recovering that salt is not worth it's value. It's the peoples salt anyway.

The cities of Detroit and Highland Park have always dumped salt for people to pick up. Usually it would be what was left after they were done salting so they could clean out the truck.
