Take him to an animal hospital! Some are open 24 hours. They can scan for a microchip and contact owners

Majority of dogs in nyc have microchips with owners info, you have to take it to a vet to check

Omg I wish I saw this earlier. I would have taken her in as a foster. But a lot of dogs are being left outside after ICE detains owners. This is becoming a common issue.
