We actually talked about the difference in my sociology class in Russian university Basically, at our core what we want from strangers is the feeling of safety - we want to know if a person is dangerous to us. We just use different ways to show it In western Europe and America people use disarming approach - 'Im smiling to you, means I dont have ill intentions', thats one way to lower someone's worry In eastern Europe and some parts of Asia people use unnoticed approach - 'Im not looking at you or acknowledging you, means I dont care about you and dont have ill intentions'. It was born from how communities in those countries through history suffered more hardships and became a bit more focused on families as the main form of connection, not friends.
