Not true. We’re also a high hospitality culture. We do owe strangers decency and respect. Smiling and laughing however is contextual. We relay authentic emotions without bullshit. That being said- our customer service needs some work

We actually talked about the difference in my sociology class in Russian university
Basically, at our core what we want from strangers is the feeling of safety - we want to know if a person is dangerous to us. We just use different ways to show it
In western Europe and America people use disarming approach - 'Im smiling to you, means I dont have ill intentions', thats one way to lower someone's worry
In eastern Europe and some parts of Asia people use unnoticed approach - 'Im not looking at you or acknowledging you, means I dont care about you and dont have ill intentions'. It was born from how communities in those countries through history suffered more hardships and became a bit more focused on families as the main form of connection, not friends.
