It's pretty clear she didn't have the power to remove him from the call. Just think of the meeting was in person, she wouldn't have been able to push him out of the room. You don't lose your right to participation as a Councillor just because it is on Zoom.

Parish councils needs all councillors to be elected AND for said elections to be held every 2 years plus non voting seats for comunity leards such as parish victors and other significant religious leaders that have attendance of more than 100 people/have more than 100!people on parish/comunity lists that is maintained
