Going to housing court doesn’t mean you’re suing them. It just means that you’re filing something with the court who is then going to make them fix the issue. Go to housing court.

Start paying your rent into an escrow account and send them a registered letter saying you will be paying your rent into an escrow account until your heat is fixed. You set it up at the bank, they can help you. make sure you include the inspection report with your letter.
