He was meant to be defeated, the reason akatosh revealed a Dragonborn in this age is so we could defeat alduin, we don’t absorb his soul and so it goes back to akatosh so that alduin can be remade and carry out his purpose of devouring the world, we weren’t born to stop the worlds end, we were born to make it possible.

He’s right. The issue is alduin didn’t follow his own directions of destroying the world. He tried to rule it as a god. So Akotosh punished him with the existence of the Dragonborn

This feels like a bit of a callback to the questioning in the main quest of Morrowind, where it's unclear whether you're the Nerevarine from birth, or because you were the one to come along and fulfill the prophecy. Dagoth Ur even asks you whether you are truly Nerevar reborn.

Arngeir is an old cultist who foregoes all self-determination for sitting in a dusty temple away from the rest of the world, surviving off handouts from poor villagers who are expected to hike up a mountain through wild predators to feed them for free. I think the greybeards are pathetic, and their only saving grace is that they preserve the thu'um and safeguard Paarthurnax from adventurers.

The thing is he technically would be correct but it is implied that Akatosh has decided that this kalpa is unique for some reason and he favors it, Alduin's defeat would never have been allowed if Akatosh deemed it the natural order
