The ICAO had a 90min rule and the Airbus A300 was the first twin engine plane certified to fly over the oceans in 1977.

This has a lot to do with engines becoming more powerful due to engineering advances, as time goes on. A modern airliner can fly a fair distance with only one operational engine, if the other one quits running. The jets from the 60’s and 70’s would be struggling to stay airborne with only one engine running.

actually the first twin jet airplane that was able to cross overseas was the Airbus a300 but the ETOPS didnt exist in the early 1970s
