should I still "water" them if it looks like the soil is frozen/dry? currently snowing and temps are in the 20s. 30s here and there.

I’m in really far north Missouri like close to Iowa state line. This weekend’s gonna be -6 as a high. Can I winter so like that and put them outside?

I've done this before and it works with some plants, but other ones get that green moldy build up and don't sprout how do you deter that from happening?
