STEPHEN EVANS HAVERFORDWEST CHILD ABUSE CONVICTION In 2016, The Offender Database UK reported on Stephen Evans, of Haverfordwest, Pembrokeshire, launching an intensive public safety surveillance track after the disgraced former town councillor and football referee was jailed at Swansea Crown Court for targeting a teenage girl with anonymous obscene texts. The investigation into the case revealed that the dangerous offender targeted a vulnerable teenager to satisfy his depraved desires.
