Watching this, isn’t it against the law to take advantage of a person who is not sound of mind? This is a double edged sword. He is an endangerment to him and others but also in not in the frame of mind to know what he is being asked or what he is doing. So, are the police crossing a line without having proper representation for the drunk driver and asking him questions and having him prove he is inebriated.
