They get around it by having the small print saying addition fees apply when using app. I think it's wrong though to be forcing fees if they're not giving you any other option but to use the app

Yep, £3.20 but you can't pay cash, only through an app, which charges a booking fee and probably VAT as well 😂. My usual parking spot is allegedly £3.50 for 12 hours, but it's always over £4 by the time you actually pay 🙄.
