the CWTS ranking is based on the production of publications in Clarivate's Web of Science. it says nothing about teaching quality or research quality. it's a metric that evaluates only the quantity of publications. it's not hollistic and is therefore, much like many other university ranking systems, is flawed and unreliable. everyone can cherrypick data and show "how good we are"; let's use CRITICAL THINKING instead of relying on random metrics, and decide for yourselves people!

If the measures of ranking are student output, wouldnt the universities that have bigger student populations or those that partner with corporations be the top performing? eg. A university with 100 students that has 5% (5) of genius inventions against a school with 1000 students that has a 1% (10) of genius inventions, the one with a larger population would win using output as the measure in all cases despite having a lower rate of successful inventions. In China's case, their funding all comes from the government so it would be difficult to beat them on a global scale due to sheer size of their universities and funding. The government determines what should be researched and can pour billions in to it, then use the tech developed directly for their country which would make their output the greatest. Meanwhile western universities get can get funding from corporations who then profit off it by targeting smaller market segments and only research things that generate money. The Chinese universities can then claim their tech output from the school helped billions of people, while the smaller western universities that try to profit off of their invention would only impact a smaller market segment (since it would be owned by the company) even if the tech they develop is the same between both countries. The university rankings would then be skewed towards china for almost all cases where the government funds the research due to their access to a larger market, higher population of students (that could have a lower % of successful inventions compared to a smaller university), and unlimited funding from the government

In US, they only need the money of the students' parents to be able to research and produce high-quality technology. In fact, there are even many world licenses, most of which are licensed by US universities.
