Tunnels always being abandoned, just like the Northern Pacific reroute due to the Howard Hanson Dam, the original tunnel is still up there, albeit is normally under water

About 30 years ago I worked at a tuxedo shop on the corner of Tacoma ave and 13th. The building used to be a bar back in the early days with a brothel on the upper floor. But in the basement was a tunnel underneath Tacoma Ave and I was told that they used to use a tunnel system to smuggle immigrants from the boats to areas throughout the city.. is there truth to that? Or myth?
