1) that judge is definitely AI, and 2) this story is twisted from what actually happened. He built 13 foot deep ponds to divert water for his own use, which fucks up natural aquifers and the replenishment of water that the city uses. So it’s not just “stealing from the city”, but from everyone in it. Imagine if half, or even a tenth of the city’s population did something like that - it would absolutely destroy water as a publicly accessed utility in the area
