The government as a whole collects around 10 trillion dollars A YEAR. Thats including federal, state, sales, property, and other taxes. We have enough money to help everyone as it is, but we have a spending/fraud problem that we need to fix.

Capital gains are around 10-15% a year. A 8% tax wouldn’t cost them to lose money. Just make less by keeping their money parked in the market.
