The lights flicker because they are on the same circuit as the plugs and vacuums, like any motor, have inrush current which causes the voltage to drop (ohms law) and that causes the lights to dim, after the inrush current levels out the voltage returns to normal based on the leveled out amperage (nameplate amperage)
