That’s the trick, Luffy has "stuff to do", and even with the whole world against him, he doesn’t think "I want to be free". He just acts like he already is free and fully believes it. He doesn’t romanticize freedom or overthink it he just lives like he already has it. That’s why characters who fight for freedom or chase it desperately almost never end up finding it.
