If the city, where ever this is, is anything like some of the bigger cities in South Carolina, they want to take possession of her property because they know she can’t afford to keep paying all of the fines. This is a form of gentrification. And the neighbors are probably behind the city’s involvement in the first place. They know her story and just don’t care. Some folks are simply dead inside!
