PROBLEM with California system is COPS like this WRITE & FILE CHARGES not the district attorneys office. all other states cops submit report to DAs office who review it THEN decide if charges are appropriate. California system puts GED 8th grade educated cops FILING CHARGES which are often full of mistakes & assumptions & any 1st year law student can RIP THEM TO SHREDS on the stand by their UNEDUCATED sloppy nonsense paperwork. I'm legal case researcher & do this for a living-and do cops hate me. I've had them pull guns on me - break into my Paralegals apt to snoop around - but I get my revenge when I serve them Subpoenas & have them EVICTED from their homes & take their kids away in divorce custody hearings & they have to pay pay pay the ex-wife. I also do Skip tracing finding cops who move across country to avoid child support payments & judicial orders on alimony.

I teach technical writing for law enforcement. Subjective language is a prosecurtors nightmare. No report can have assumptive language unless it is a direct quote from a witness.
