I believe they are waiting for the rapture to happen. And once that happens they will roll out their world peace plan and the mark with be apart of that plan. Because why would they waste time, trying to convince believers they are good. When after all the believers are gone, they can trick the remaining non believers into taking the mark because believers won’t be here to warn many of them until it’s too late for many. It won’t be too late for all, but many will be deceived.
