No, its because Neutral is common to all three phases so if you loose your neutral in one of the three phases the other two phases keep carrying there independent load, which carries the the current through L2 or L3

That is wrong. The voyage is usually 50-60 volts in a residential 120v circuit. Why? Not sure but I have measured it several times
