Oligopolic dominance is by and large the problem. And it doesn't help that most of the owner class sit on the same boards as their friends companies. To yield true results we would need massive amounts competition. Under the current environment the basic elements of game theory don't require any meaningful changes since everyone has elected/agreed that they're only willing to push so far to compete, which is at very little benefit to the consumer.

allowing more permits is not in any way de-regulating. it's just giving the people who already own the government through regulatory capture a few more permits. in your model nothing stops a competitor from advertising up front pricing except the costs of getting those permits keeps the smaller capital starved competitors out and acts as a forced collusion. once they get past all that paperwork and get to be the privileged few, why not charge more seeing as how there's still an artificial shortage. there are supposedly a ton of empty apartments there. start there for increasing supply. they're not viable given current regulation-so allow them to come back on market where they are viable.
