my cat did this with her belly for ages nothing from the vets would help and then we fed her more fish and chicken each week which was tuna in spring water and when we cooked a whole chicken for a roast dinner and she stopped constantly licking . might not work but give it a try

have you tried purina pro plan hypoallergenic food? my cat used to do this so bad for about 5 years it was awful. I spent thousands on steroids antibiotics and other medications but he'd still itch and groom himself to the point he would rip his skin into open wounds. 6 months on the food and all of the dermatitis and itching was gone. he's been on it for a year now and he's not had a single flair up in over 8 months
