back when I worked for Dish, I would find a ground rod whenever possible I'd never ground to a disconnect panel.

we are literally required to install inter-systems bonds (ITBs in NEC Article 250.94(A)) for this exact purpose.....heaven help you as an electrician if you don't, the city inspectors will be all over you about it....yet not once in my long career have I ever seen a low-volt tech actually use one. Very frustrating on the service side because we have to open and replace those disconnects all the time.
