Definitely spray water over what's already snowed and try to pack snow next to those empty spots and spray with more water

Another FUN thing to do is add food coloring to a spray bottle and spray the snow on the igloo it will be fun colors me and my brothers used to do it all the time like a tie dye for snow ⛄️
